계획자는 좋은 계획을 알려주지만 어느 한 사람에게도 동기를 부여하지 못한다
조사자는 일이 될만한 것을 찾으며 이에 대한 일정한 보상을 얻는다.
계획자는 기대를 하게 만들지만 기대에 부응하는 것에 대해서는 아무런 책임도 지지 않는다.
조사자는 그들의 행동에 대한 책임을 진다.
계획자는 무엇을 공급할 지를 결정한다.
조사자는 무엇이 필요한 지를 알아낸다.
계획자는 세계적 규모의 청사진을 적용한다.
조사자는 지역의 상황에 적응한다.
최상층의 계획자는 현장 일에 대해 잘 모른다.
조사자는 무엇이 현장의 진실인지를 알아낸다.
계획자는 무엇이 현장에서 필요한 것인지를 절대 들으려 하지 않는다.
조사자는 고객이 만족스러운지 아닌지를 알아본다.
계획자는 그가 이미 정답을 알고 있다고 생각한다.
조사자는 그가 미리 정답을 알고 있지 못하다는 것을 받아들인다.
계획자는 바깥에서 해결책을 강요할 만큼 충분히 알고 있다고 믿는다.
조사자는 오직 내부자만이 문제를 해결하기 위한 충분한 지식을 갖고 있다는 것과, 대부분의 해결책은 현장에서 나와야 한다고 믿는다.

Planners' Failure, Searchers' Success
... In foreign aid,
Planners announce good intentions but don't motivatre anyone to carry them out;
Searchers find things that work and get some reward.
Planners raise expectations but take no responsiblity for meeting them;
Searchers accept responsibility for their actions.
Planners determine what to supply;
Searchers find out what is in demand.
Planners apply global blueprints;
Searchers adapt to local conditions.
Planners at the top lack knowledge of the bottom;
Searchers find out what the reality is at the bottom.
Planners never hear whether the planned got what is needed;
Searchers find out if the customer is satisfied

A Planner thinks he already know the answers;
A Searcher admits he doesn't know the answers in advance;
A Planner believes outsiders know enough to impose solutions.
A Searcher believes only insiders have enough knowledge to find solutions, and that most solutions must be homegrown.

If the words 'Foreign Aid' are changed to 'Mobile Marketing', it's abolutely adaptable to all of staff members in my company SKT. It's awesome- that the way to aprroach to the problem, regardless of the field.
