아프가니스탄 인질 사태에 대한 아프가니스탄 NGO의 시각
- 김혜경 경실련 국제위원장과 Sayed 아프가니스탄 GCAP 대표의 이메일 교류 -

지난 7월, 아프가니스탄으로 의료, 교육 봉사를 떠난 23명이 아프가니스탄 무장 이슬람 세력 탈레반에게 납치되는 일이 발생했다. 이 사태에 대하여 일부 여론은 신념만을 앞세우는 봉사활동 단체 내의 철저한 안전 대비 부재를 비판, 안전을 앞세우는 봉사의 중요성을 강조하고 있다.

현재 정부는 8월 7일부터 1년간 아프가니스탄을 여행 금지국으로 판정, 여권법에 따라 한국인들의 아프간 ‘방문과 체류 금지’를 선언했다. 아프가니스탄은 현재 이번 한국인 납치 사건으로 치안이 악화된 상태이며, 아프간에서 활동하고 있는 구호 단체들이 이곳의 모든 활동을 정리해 귀국하길 당부한다는 뜻을 밝힌 것으로 알려지고 있다.

이와 관련해 김혜경 경실련 국제위원장은 ‘아프가니스탄 GCAP’의 대표 Sayed Ihsanullah Dileri 씨에게 이메일을 보내 이번 사태에 대한 현지 아프가니스탄 NGO의 시각은 어떠한지, 이곳에 머물고 있는 한국 구호 NGO들의 지속적인 활동이 어떻게 이루어질 수 있을지에 대한 제안과 대응책을 물었다.

먼저 아프가니스탄 GCAP 캠페인 행사가 성공적으로 이루어진 것을 축하 드려요!
저는 우리가 모두 아프가니스탄을 비롯한 지구촌 빈곤퇴치에 함께 기여하기를 기대하고 있습니다.

한국 내에서는 요즘 19명의 피랍 한국인들에 대한 주요 기사와 뉴스들로 떠들썩합니다. 대한민국 정부는 현재 아프가니스탄에서 일하고 있는 한국 인도주의적 NGO들의 직원들마저 그곳에서의 일을 철수하고 한국으로 돌아올 것을 촉구하고 있어요.

아프가니스탄에는 현재 몇몇 한국 NGO들이 일하고 있습니다. 이들 NGO는 그들의 봉사, 구호 활동에 공백이 생길 것을 우려하며 이것이 최선의 대응방법은 아니라고 생각하고 있습니다. 하지만, 이들은 그곳에서 더 이상 머무를 수 없게 되었어요. 한국 NGO들은 현재 이웃 나라들로 옮겨가 지속적으로 아프가니스탄의 보건과 교육 프로그램을 지원하려 하고 있습니다.

저는, 무엇보다 피랍자들이 교회에 속한 단체였지만 단기봉사의 목적으로 아프가니스탄을 방문했던 것이기 때문에 중동의 GCAP의 네트워크를 통해 이들 피랍자들을 도울 수 있는 방법이 있지 않을까 생각해 보았습니다. Sayed 씨도 이 문제에 대해서 한국 NGO들과 GCAP에게 제안할 수 있는 방법들이 있을 것이라고 생각됩니다. Sayed 씨의 의견을 듣고 싶어요.

Dear Sayed,

Congratulations on your great success of GCAP Afghanistan!
I wish we could together contribute to alleviate poverty of the world including Afghanistan.

Thesedays the news on the abduction of 19 Koreans get full attention of the whole nation. The Korean government ordered all the humanitarian NGO staff to discontinue their services and return to Korea immediately. There were several Korean NGOs working in Afghanistan.

They plan to withdraw to the neighboring countries and continue to assist their health and education programs in Afghan. The NGOs do not believe that this is not the best way to react. Nevertheless, the Korean NGOs cannot stay anymore. 

I've thought of seeking the support of GCAP network in the Middle East as the abductees went there as short-term volunteers though they belong to a church group.

If you can think of any good ideas for us, the Korean NGOs or GCAP to ease the current situation, it would great if you share them with me.

먼저 아프가니스탄에서 있었던 빈곤퇴치를 위한 Youth walk가 성공적으로 이루어진 것에 대한 축하의 말씀 감사해요. 그리고 이번 아프간 한국인들의 피랍사태에 대해 우려와 유감을 표합니다.

이번 탈레반 여성납치는 매우 이례적인 일입니다. 아프가니스탄 문화권 내에서 여성을 인질로 끌어들이는 것은 문화에 반하는 것이기 때문에, 이런 일이 일어났다는 것이 놀랍습니다. 나라에 내전이 있을 때에도, 지역사회의 여성과 아동은 안전했어요. 예전부터 우리 나라에서는 여성에게 신체적 위해를 가하는 것이 허용되지 않았었는데 지금은 나라의 상황이 나쁘게 변해가고 있는 것을 느낍니다. 아프간은 현재 자살테러, 여성 인신매매, 내국인 살해 등이 외부로부터 유입되어 잔인하고 포악한 문화로 변해가고 있는 것 같습니다.

하지만 우리는 지금 손을 쓸 수 없는 상황입니다. 지난번 납치된 이탈리아 기자가 풀려나고 함께 납치된 아프간 기자가 살해된 사태가 있은 후 상황은 계속 악화됐습니다. 탈레반은 이렇게 외국인들의 납치를 통해 탈레반 죄수들을 석방시키고 자금을 얻어내는 방법이 가장 효과적인 방법이라고 인식하는 것 같습니다. 아시다시피 아프간정부는 이탈리아 기자가 풀려나는 조건으로 탈레반 죄수들을 석방시켰습니다. 하지만 안타깝게도 아프간 정부는 이탈리아 기자와 함께 납치된 아프간 기자 Ajmal Naqashbandi에 대해서는 아무런 조치를 취하지 않았고 결국 아프간 기자는 살해되었어요. 그는 그의 가정에서 생계를 마련했던 외동아들이었다고 알고 있어요.

지금은 저희가 어떻게 할 수 없는 상황입니다. 아프간 GCAP과 시민사회단체(CSO)는 이러한 상황에 대해 매우 작은 영향력밖에는 없습니다. 아프가니스탄에는 다른 매우 힘있는 관계자들이 있는데 그들은 CSO의 주장에 귀 기울이지 않아요.

현재 탈레반은 더욱 무차별적으로 사람들을 납치하고 돈과 수감자 석방을 요구하고 있어요. 
하지만 한편으로는 이번 아프간 사태에 대해 매우 의아한 점이 있습니다. 그것은 바로 어떻게 기독교 단체가 거의 100퍼센트 무슬림 국가인 아프가니스탄에 들어와 봉사하고 또, 왜 가장 위험한 지역에서의 이동을 감행했냐는 것입니다. 아프가니스탄인인 저 또한 이 길(카불에서 칸다하르로 가는 육로)은 가지 않습니다. 그리고 가즈니 지역의 위험한 곳에서 어떻게 사진을 찍었으며, 왜 아프간 정부는 현재 탈레반과 어떠한 타협도 허락하지 않는 것인지. 정말 이 모든 것이 저는 너무나 의아합니다! 무엇보다 아프가니스탄에서의 활동은 매우, 매우 신중해야 하며 조심해야 합니다. 아주 작은 실수라도 심각한 결과를 낳을 수 있기 때문입니다.

우리는 탈레반의 목적이 이러한 극단적인 상황을 통해 국제사회의 아프가니스탄 국내 문제 개입을 저지하려는 데에 있다는 것을 알고 있어요. 한국은 아프가니스탄의 보건의료와 개발 분야에서 많은 지원 사업을 해왔습니다. 아프가니스탄으로부터 한국 NGO 사업이 철수되거나 사업 유지를 위해 다른 나라들로 이동해야 하는 것은 크게 납득이 되지 않습니다. 만약 우리가 탈레반과 테러리스트들에게 공간을 내어준다면 90년대 말과 같은 상황이 다시 일어나게 될 것이라 생각해요.

제가 생각하기에 현재 한국 NGO들이 할 수 있는 최선의 선택은 아마도 이러한 NGO의 입장을 한국 정부에게 전달하고 여기에 계속 머무르는 것이라고 생각합니다. 아프간에는 천 여 명의 구호 활동 관계자들이 거주하고 있습니다. 현재로서는 현지인들에게 이들이 필요합니다. 모든 아프간 지역이 위험한 것은 아닙니다. 아마도 한국 NGO들이 아프간 중앙 쪽의 주나 북쪽의 지역쪽에서 사업을 유지할 수 있으리라 봅니다.

만약 이것이 가능하지 않다면, 또 다른 제안은 파키스탄에서 아프간 주민들을 위한 활동을 하는 것입니다. 파키스탄에 지부를 두고 사태가 수그러지고 다시 아프간에서 활동할 수 있을 때까지 아프가니스탄을 짧은 시간 동안 수시로 방문하는 것이 또 다른 방법일 것입니다. 이것이 현 상황에서 제가 제안할 수 있는 것이라고 생각됩니다.

저는 다시 한번 저의 나라에서 납치된 한국인들에게 일어나고 있는 일들에 대해 유감을 표합니다. 저는 또 무차별적인 살해를 감행한 탈레반으로 인해 두 명의 인명 피해가 난 것과 그분들이 이 사태의 희생자가 된 것에 대해, 그들의 만행에 대해 놀라움을 금치 않을 수가 없습니다. 부디 한국 국민들에게 모든 아프간인들이 탈레반과 같은 생각을 갖고 있는 것이 아니라고 말씀해 주십시오. 현지 아프간 주민들은 한국인들 피랍 사태에 대해 유감을 표하고 그들의 무사 귀환을 기원하고 있습니다.

Dear Hyekyung Kim,

Thanks for your kind words and thank you all for sending good wishes for the youth walk against poverty event in Afghanistan. I am really sorry and sad about what happened in my country with Koreans.

It is really strange. You know it has been never the case in Afghan culture to take women as hostage or something like that. Even during the war if a group entered a community the women and children would be safe. There used to be great respect for women in this country but now things are changing for the worse. The barbaric culture is being imported in our country suicide attacks, abduction of women, killing of civilians etc etc.

We are helpless in this situation. The last deal of govt for the Italian journalist who was abducted along with his Afghan counterpart journalist made the situation even worse and Taliban thought this is the most efficient way of releasing their prisoner and earning money. You know that the govt paid money and released some Taliban prisoners for the Italian journalist. But sadly the govt did not do anything to release the counterpart Afghan journalist Ajmal Naqashbandi and they killed him. He was the only son and bread earner of his family. The situation is really beyond our control and GCAP Afghanistan and CSO's here have very little influence over such issues. Afghanistan has many many great and powerful actors and they hardly listen to CSO's.

Now Taliban are bolder than ever in abducting people and asking for their monetary and other demands like release of their prisoners etc.

Mystery surrounds the Korean abduction here in Afghanistan. Initially why a church based relief organization comes to Afghanistan, a country with almost 100% conservative Muslim population and travels by road on the most dangerous route. I, as an Afghan, cannot travel on that road. Why they stop in one of the most dangerous areas in Ghazni to take photos, why govt of Afghanistan this time stops dealing with Taliban, why why??!???? It is really a mystery!

When we operate in a country like Afghanistan, we have to be extra careful and cautious. Only little mistakes will bring about serious consequences.

Well we know that this act of Taliban is deliberately done to discourage international community from their intervention in Afghanistan. Korea is one of the active contributors to Afghanistan rehabilitation and development. The decision to withdraw from Afghanistan by Korean NGOs and other actors is not well-justified. If we leave the ground empty for Taliban and terrorists, the same situation of late 90's will come back to this war shattered country.

Well for Korean NGOs the best thing I believe is to negotiate with their govt and stay here. If they are careful about their movements, such sad incidents can be avoided. There are thousands of other foreigners here in Afghanistan. For now we need them.  All of Afghanistan is not dangerous. May be they shift their operations to safer provinces like central and northern regions.

But if not possible, there are some international NGOs that operate from Pakistan. May be one possibility is that they have their offices based in Pakistan and they visit Afghanistan only for a short period until the situation really allows their operation to take place from Afghanistan and they can be based here again. This is the only idea I have now for Korean NGO's.

Once again I am really sorry for what has happened in my country with the Koreans. I was shocked to have heard about two of them being killed by these barbaric and brutal people. Please tell Koreans that all Afghans are not like them. Most people here in Afghanistan are sad about Koreans' abduction and pray for their safe release.
